Drills

With reference to Article 41 of the Guideline on Strengthening and Capacity Building for implementation of Disaster Management System in Tehran, approved by Tehran City Council on June 1, 04, The Tehran Disaster Mitigation and Management Organization (TDMMO) is responsible to carry out at least one overall Emergency Response Drill each year in cooperation with 22 districts of Tehran Municipality, Disaster Management related organizations, community- based trained volunteer groups and supporting provinces and cities of Tehran.

Some objectives that are defined for implementation of annual drills are improving level of preparedness for emergency response, finding out weak points in practice, evaluating allocation of resources in disasters, assessing transactions between disaster management related organizations, evaluating expertise of personnel and efficiency of equipment of organizations involved in emergency response.

The list of Disaster Management drills that are implemented by TDMMO in Tehran is as follows:

• The first Disaster Management Drill implemented at district 17 of Municipality on 2001
• The second Disaster Management Drill implemented at district 12 of Municipality on 2002
• The third Disaster Management Drill implemented throughout the 22 districts of Tehran Municipality on 2003
• The fourth Disaster Management Drill implemented throughout the 22 districts of Tehran Municipality on 2004
• The first Tehran Supporting Provinces Drill implemented at district 5 of Municipality on 2004
• The first Tehran Community- based Disaster Management Drill, implemented at Omid Residential Complex at District 4 of Municipality on 2004
• The fifth Disaste Management Drill implemented throughout the 22 disticts of Tehran Municipality on 2005
• The second Tehran Community- based Disaster Management Drill, implemented at Shahgoli Residential Complex at District 2 of Municipality on 2005
• The sixth Disaster Management Drill implemented throughout the 22 districts of Tehran Municipality on 2006
• The first Emergency Sheltering Drill implemented at District 12 on 2007
• The seventh Disaster Management Drill implemented throughout the 22 districts of Tehran Municipality on 2008
• The first Emergency Evacuation Drill implemented at District 2, Kuye Nasr neighborhood on 2008
• The second Emergency Evacuation Drill implemented at District 17, Emamzadeh Hassan neighborhood on 2009
• The third Emergency Evacuation Drill implemented at District 6, Yousefabad neighborhood on Oct 22, 2009
• The fourth Emergency Evacuation Drill implemented at District 4, Shemiran No neighborhood on Dec 10 2009
• The fifth Emergency Evacuation Drill implemented at District 10, Beryanak neighborhood on Feb 25 2010

Table Top Drills

Besides annual drills, some table top drills also are convened each year by Preparedness, Response and Civil Defense Deputy of TDMMO. In brief, measures that are taken for these kinds of drills are as follows:

• To plan for convening table top drills;
• To prepare guideline based on the experiences and comments achieved;
• To invite representatives of different related organizations responsible in the Disaster Management ;
• To evaluate drills during the session and to analyze the results for gaining better achievements.
