The fifth round of joint cooperation between TDMMO and JICA to be commenced in near future

In a meeting held on Jan 11, 2022 in TDMMO with presence of TDMMO President and JICA delegation, a Record of Discussion has been signed for the 5th joint project entitled “Capacity Building for Local Disaster Risk Reduction and Management Plan in Tehran” with the aim to promote disaster resilience in I.R. IRAN.

In this meeting, TDMMO President, Dr. Ali Nasiri, referring to the seismic situation in Tehran, said: "Earthquakes are not unexpected events and are completely predictable, and we face them many times. He stated that earthquake is not the only risk in Tehran, but is one of the most important risks.

Dr. Nasiri added that Tehran is a multi-hazard city from natural to man-made and from Intentional to unintentional incidents made the city a very complicated one from disaster management point of view.

He stated: "In this metropolis, with the problems that exist in the field of residential texture, if an earthquake occurs on a scale of 6 Richter and above, there will be more complications than the Bam earthquake."

Referring to the fact that in this metropolis, how events such as earthquakes, floods, subsidence, storms and meteorological hazards are to controlled, He reminded: the solution is clear; disaster management has a well-known cycle consisting of four stages, two of which must be done before the event and the other two after that.

TDMMO President continued that in history of TDMMO, the joint cooperation with JICA has been recorded and in which the issue of prevention, mitigation and its goals have been very prominent and always been considered."

Pointing to the importance of paying attention to the issue of prevention and mitigation in the TDMMO and emphasizing that this happened 15 years before the drafting of the Sendai document, he said: "Our country is passing a turning point in terms of developments in the field of disaster management.”

He mentioned the formation of the National Supreme Council for Disaster Management before the incident with the presence of the President, delegating the powers of the Minister of Interior in the field of disaster management to Tehran Mayor and convening a meeting of the Tehran Disaster Management Headquarter with the presence of the Minister of Interior as part of key developments.

Referring to the history of cooperation between TDMMO and JICA, Dr. Nasiri added: "We are now on the verge of starting the fifth joint project with the aim to reduce damages and casualties to the lives of Tehran citizens and to eliminate financial losses and other threats."

Moving forward with this goal, we will become a suitable model for other cities at national level as well regional and global levels " he said.

At the end, he stated that this goal is in our top priority documents and in general policies of the Islamic Republic of Iran in the field of disaster management which has been announced by the Supreme Leader in 2005, and our above said documents are in line with global experiences and Sendai Framework for Action (SFA). He also expressed hope to implement SFA document by implementation of this upcoming joint project in order to reduce the effects of the earthquake.

Following that Mr. Taro Azuma, Chief Representative of JICA Iran office and Nishi Hiroki, Second Secretary of the Japanese Embassy for Economic Cooperation in Iran, also stressed the need to utilize the two countries' capabilities to increase preparedness for disasters such as earthquakes and exchange of viewpoints and experiences in this regard.

In the continuation of the program, Mr. H. Gholamzadeh, Tehran Municipality International Affairs Deputy, Mr. Nourollahi, Head of Disaster Management Headquarter of Municipality and Rural Management Organization and some representatives of National Disaster Management Organization and Plan and Budget organizations commented on the upcoming joint projects with JICA.

At the end, both parties signed the record of discussions for the said project.
